Is there a way to block numbers from ringing my house phone?

I'm seriously being harassed by an ex boyfriend, he continuously rings the house phone and I can't even just turn it off or change the number because I live with other people, it's not just my phone. He's been warned so many time and it just carries on, I changed my mobile number and it got worse, somebody help me please!
